July 31, 2011 - - July 31 Senator Harry Reid's cloture vote in the Senate that would have ended debate on his debt bill failed with 50 voting in favor and 49 voting against. A total of 60 votes were needed in order to invoke cloture.
Senator Harry Reid gave approval to the debt proposal that could be the final document ruled offered in the debt ceiling debate. Nancy Pelosi, however, said the bill may not receive Democratic support in the House. The proposal was negotiated, privately, between President Obama and Mitch McConnell at the White House.
July 30, 2011 - - During a brief speech before the press, Speaker Boehner claimed Republicans sent a second bill to the Senate yesterday and that all the President and Senator Reid were doing was standing in way.
Boehner added that soldiers in Afghanistan were wondering if they would be getting paid stating [How could he (the President) let soldiers wonder if they will get paid; and that he (Boehner) and McConnell would make sure they got paid by ending the impasse]. Boehner went on to claim that a bill could have been passed last week but that the President along with other Democrats had refused to sign the 'Republican' bill; and thus, they were holding up the process.
McConnell claimed that the Democrats were refusing to accept a vote on their own proposal and called their actions a "charade". McConnell added that the Democrats needed to get serious; but that, the country would not go into default for first time in history claiming that the right people were at table now and that they would be able to get results.
Boehner also said that they had been working together to avoid this problem all year; and then accused President Obama of derailing the agreement. He went on to say that now the President needed to remove the country from the cul-de-sac he got us in.
McConnell added that the rest of the Democrats would fall in line if the President agreed to reach a deal with the Republicans; adding that he and Boehner were fully engaged with the President.
During the short interview, both legilsators kept talking about the President needing to go over to their side; and that the ball was in the Democrats court - that President Obama had fallen down on a previous potential agreement.
Meanwhile... Nancy Pelosi and Harry Reid engaged in a meeting with President Obama at the White House.
July 29, 2011 - - President Obama gave a short address in which he stressed the importance of passing a debt limit bill immediately with only four days left until the deadline of August 2, 2011 staring the country down the throat. The President, once again, urged Americans to contact their Representatives and Senators using phone calls, emails, and Twitter to voice their opinions on the matter.
Meanwhile, Speaker Boehner re-tweaked his bill in order to make it more palatable to seven Tea Party House members. His re-tweaked bill includes a balanced budget amendment in order to appease these measly seven House members. The House voted on and passed the bill today with 218 members voting for and 210 voting against the measure. No Democrats voted in favor of the bill. 22 Republicans voted against the bill as well.
July 28, 2011 - - Just prior to 10:30 PM eastern time, the GOP whip McCarthy announced that the vote would be put off for the night.

Several Tea Party members refused to vote on Speaker Boehner's debt ceiling proposal on Thursday, July 28, 2011, because the extremist Republicans were afraid that, later on at the polls, they would pay for voting in favor of the bill. The fear unfolded as a result of Democrats repeatedly and emphatically stating that a short-term bill would never make it to President Obama's desk; and in fact, the Senate Majority Leader, Harry Reid, stated several times over that President Obama would not sign a bill that did not go beyond 2012.
In that the 216 votes Speaker Boehner thought he would get, mainly from Republican caucus members, to pass his deficit bill did not materialize, he was forced to place the House in recess while trying to figure out how to resolve the vote-casting shortfall.
Voting time was originally scheduled for 6:15 eastern time. Better than four hours have passed (at the time of this post) since the House has been in recess; at least on this matter. It was reported that nineteen boxes of pizza were delivered to the House to feed hungry members as they wait for Boehner to re-prepare for a vote.
Since they were not voting on Speaker Boehner's deficit bill, reports have it that some of the congressional members utilized the time to vote on a new name for a post office.
